A citizen desiring to speak on an item not on the agenda that is directly relevant to county commission business may do so at this time.  Discussion is limited to five minutes and all remarks shall be addressed to the commission as a body and not to individual members of the commission.  A speaker shall refrain from making personal, rude or slanderous remarks against any person.  Individuals, personnel issues and pending legal matters shall not be discussed in open meetings, including the citizen comment portion of the meeting.

Items number 1-2 are considered to be routine and will be enacted by one motion of the board of commissioners with no separate discussion. If separate discussion is desired on an item from either the governing body or from the floor, that item may be removed from the consent agenda and placed on the regular agenda.

Note:  The BOCC meets from time to time in study session.  These sessions may be held before or after a regular commission meeting, or at a separate date and time.  The purpose of the study session is to allow adequate time for staff reports and commission discussion and review of specific public policies and issues.  All meetings are open to the public and news media representatives.  No formal action is taken at a study session, but matters reviewed at a study session may be acted on at a later formal county commission meeting.
